Can this approach remove user-applied labels?
Yes, but be aware that rapid toggling can confuse users and interfere with their own workflows. Communicate policy changes.
Does this work with legacy Gmail labels?
Legacy system labels (like INBOX or SENT) cannot be modified or removed through the API. Only user-defined and policy labels are supported.
